By Brian Santo
Despite AT&T’s contentions, its U-verse is in fact a cable service, according to a Federal Court ruling, and therefore subject to cable franchising rules. The ruling overturns a lower court in Connecticut that said AT&T U-verse is not subject to cable rules, according to a report from Reuters.

By Mike Robuck
EGT encoders are headed south to Panama as part of Cable Onda’s digital simulcast upgrade. Cable Onda, which operates systems throughout Panama, will use EGT’s Quartet encoders as well as its Element Manager Software.
"EGT's encoders enable Cable Onda to provide our customers with a secure, flexible and cost-effective solution," said Charlie Brown, senior manager of operations at Cable Onda, in a press release. "As we upgrade our network to deliver all-digital video services, EGT's technology allows us to preserve bandwidth so we can continually grow and enhance our digital offerings."
