FCC brokers DTV border agreement with Canada
Don't blame Canada! William Kennard, FCC Chairman, and Michael Binder, Industry Canada Assistant Deputy Minister, signed a Letter of Understanding (LOU) regarding the introduction of digital television service along the U.S./Canadian border. The signing of this LOU represents the culmination of four years of discussion between the FCC and Industry Canada that focused on establishing an allocation plan to make way for the transition to digital television service.
The LOU covers DTV operations within 400 kilometers on either side of the U.S/Canadian border and contains the procedures each country will use in notifying and evaluating proposed DTV facilities.
