Federal Communications Commission (FCC) Chairman Kevin Martin spoke out against Skype’s year-old petition to force open access on wireless networks.

Speaking at the CTIA Wireless 2008 tradeshow in Las Vegas this week, Martin said that the FCC should reject the petition by eBay-owned Skype that seeks to allow any device on other service providers’ wireless networks.

Martin told the conference attendees that he would send a proposal to the four other FCC commissioners that would dismiss Skype’s petition.

Skype had cited the open platform requirements that were outlined in the 1968 “Carterfone” decision by the FCC.

The Carterfone decision made the Bell telephone monopoly open up its network to outside devices as long as they did not harm the system.

Over the past two years, AT&T and Verizon Wireless have agreed to abide by the open-access principles in the Carterfone decision.

Martin said in his speech that there needs to be a balance between supporting innovation and investments in network infrastructure by telephone companies.
